feels to me like a song of rebirth (the new morning), and considering the manic intensity of late 60s Dylan and the infamous crash it represents a new start - a simpler way of life. Dylan seems content with the simple pleasures of life, and also seems to be re-defining himself (as he was also prone to do). Overall a secular 'born again' song to me. Interesting that the religious born again element would follow later.
