Bob Dylan lifts a lot of lines from old blues, folk, spirituals, etc., but I wouldn't expect him to pull one from the Beatles. It probably wasn't intentional cause the words are kind of generic, but the way that he sings it sure does sound similar....

fools. can't you gauge his blind happiness..have you ever been in love? they are so silly for a man in love is silly. he isn't always writing in the tone of hard rain's a-gonna fall durrr.

These are quite possibly Dylan's most generic lyrics ever, but the song is a nice little tune.
