I take this song as a story about the World Wars, and the kid is being told to "Pay no mind to the rabble" and Rabble can mean a gang, mob, things like that. I think they are in an underground bunker and the parent is telling the child to go back to sleep, and to pay no mind to the masses outside, the gunshots and explosions.
